MINUTES OF THE BOARD OF DIRECTORS/2008 BUDGET MEETING OF BRISTOL LAKES HOMEOWNERS ASSOCIATION, INC. HELD ON THURSDAY, OCTOBER 25, 2007 AT WEST BOYNTON RECREATION CENTER AT 7:00 P. M.
Minutes of the Board of Directors/2008 Budget Meeting held on Thursday, October 25, 2007 at 7:00 P. M. at West Boynton Recreation Center.
The meeting was duly posted.
Those members present were Lew Doctor, Vice President; Charles Koch, President; Ed Tinari, Director; Mary Curlew, Secretary and Brian Evans, Treasurer. Also present were Bruce Budwig and Anne Reyes from Residential Management Concepts, Inc.
Charles Koch called the meeting to order at 7:10 P. M.
Bruce Budwig presented the Affidavit of Mailing stating that notices of the 2008 Budget Meeting was mailed to all residents.
FINANCIALS
Lew Doctor moved to approve the 2008 Proposed Budget as sent to residents with an increase from $241.00 to $246.00 in the maintenance fees; seconded by Brian Evans. All in favor. Motion carried.
Lew Doctor explained that during the September meeting he had a workshop, at which time he had explained the $5.00 increase in the maintenance. A resident asked Lew Doctor about the increase in legal fees, he replied that it is due to the amount of homes that are either having liens placed or in foreclosure. The Board pays the attorney’s fees.
Lew Doctor stated that once the Bank takes over the property, then they are responsible to pay the outstanding fees.
At present, one home is in foreclosure and that the Bank could sell after October 11, 2007 but there is a possibility that this will be resolved prior to that date with the original owner.
A discussion ensued in regards to the homes in the area and why the Board has increased the amount for legal fees and maintenance.
Brian Evans stated that the Association loan is being paid back monthly and at present there is approximately $71,000.00 outstanding.
Brian Evans stated that as of October 25, 2007 the cash operating accounts had the following amounts, at Banco Popular $13,518.32; First Southern Account $4,606.01; Oppenheimer Account had $105,400.57 for a total of $123,524.90. He continued to state that as of October 25, 2007 the cash replacement accounts had the following: First Southern Bank Reserve $40,305.59 and the Sun Trust Reserve had $63,180.75 for a total of $103,486.34. Total of the reserves accounts were $103,486.34. As of October 25, 2007 there was an Unaudited total of $227,011.24.
Brian Evans stated that there was $28,000.00 representing about eleven homes that were delinquent as of October 25, 2007.
Brian Evans also stated that the cash taken from the loan for the legal case has not been spent as yet.
MINUTES
Lew Doctor moved to waive the reading of the September 27, 2007 meeting and to approve them as presented; seconded by Brian Evans. All in favor. Motion carried.
A resident asked if the minutes have been posted on the Website. Lew Doctor stated that he still has to post August and September.
OLD BUSINESS
Dave Teller asked about the ficus trees and vines that were discussed previously and also stated that the ficus needed to be trimmed to the fence line.
The Board stated that Campbell property should be contacted in regards to the large truck that is parked on the outside of Bristol Lakes’ property. This must be followed up as the truck continually parks on the swale.
Charles Koch asked about the hedges that were torn out by Bell South and if they would be replaced. He asked Bruce Budwig about having Bell South bury the phone wires under the homes and the cost of this in order to avoid them being cut and turning off the security alarms. Bruce stated that he would follow up on this.
Charles Koch remarked about the robberies in the community and the breaking in as well as the stealing of vehicles and bar codes from the car windows.
A resident stated that a car was in a driveway but when she opened the garage door the car left.
Charles Koch requested that all residents be aware of their surroundings, be alert to any strangers, lock the cars in the driveway and if possible put them in the garages as well as notifying the police of any strange happenings.
POA MEETING
Lew Doctor stated that at the meeting the POA discussed the possibility of changing from Wackenhut Security to the Sheriff’s office. The Sheriff’s office will do eight hours as compared to Wackenhut doing twelve hours and it will be at the same cost.
The Sheriff’s department is continuing to work on the increasing problem of thefts and crimes in the communities.
Charles Koch stated that he is looking to get a variance in order to mount another camera on the opposite side of the street to be able to track the entrance and exit better of vehicles.
Lew Doctor will meet with the gate company to see what needs to be done for the installation of another camera and what type of variance is needed to have it installed.
A discussion continued about crime and security in the community and once again everyone was told to be alert.
Charles Koch asked Bruce Budwig to see if a resident’s bar code can be disconnected if they owe maintenance or are in foreclosure.
Bruce Budwig stated that Fed-X had been notified about the damage to the gate and the Board is awaiting payment.
Lew Doctor stated that the Reclaimed water pipes are being put in from Hagen Ranch Road to the lake. He stated that seventeen residential communities west of Jog Road would be able to have reclaimed water.
Bruce Budwig gave Lew Doctor two proposals for the fence by the canal, which will be installed after the pipes for the water are put in. (One fence on buffer at east end and on the Hagen Ranch Road side) The money for this project will come from the reserve funds.
Lew Doctor stated that Ponte Vecchio moved their fence for the second time but it is still fifteen feet on Bristol Lake’s property. He has spoken to the President, the management company and the engineering company but it still hasn’t been moved.
David Teller stated that the bushes in the West Lake Littorals are about ten feet high and fifteen feet wide and when would they be removed?
Lew Doctor stated that he had a meeting set up for Tuesday with Aquatic Systems.
The Board will also advise Campbell Property that they want them removed as it is the POA’s responsibility to manage the lake.
Residents questioned again about the ficus hedge and if it is a community issue or a resident issue if the roots grow into the pools. Bruce Budwig would get an answer in regards to who is responsible for the next meeting.
Dave Teller once again stated that the hedges should be trimmed to about six feet in height (fence level).
NEW BUSINESS
Charles Koch would like to have a Board committee to review proposals and to be available when vendors come to the community. Mary Curlew and Lew Doctor will work together when flyers are sent to the community as well as any new vendors that may come in.
Charles Koch also reminded the residents if they paint their homes a different color it must be approved by the Architectural Review Board prior to painting.
There being no further business before the Board, Charles Koch moved to adjourn the meeting.
The meeting was adjourned at 7:55 P. M.
