MINUTES OF THE BOARD
OF DIRECTORS MEETING OF BRISTOL LAKES
HOMEOWNERS ASSOCIATION, INC. HELD ON
TUESDAY, JANUARY 25, 2005 AT 7:00 P.
M. AT TEMPLE SHAAREI SHALOM
A meeting of the Board of Directors
of the Bristol Lakes Homeowners Association,
Inc. was held on Tuesday, January 25,
2005 at 7:00 P. M. at Temple Shaarei
Shalom.
Those members present were Charles
Koch, President; Lewis Doctor, Vice
President, Dr. Lou Tumminia, Director
and Brian Evans, Treasurer. Mary Curlew,
Secretary was absent with prior notice.
Those present from Residential Management
were Richard Clem, Robert Alter and
Anne Reyes.
Charles Koch called the meeting to
order at 7:25 P. M.
APPROVAL OF MINUTES
Dr. Tumminia moved to approve the minutes
of the December 14, 2004 meeting as
presented; seconded by Brian Evans.
All in favor. Motion carried.
FINANCIAL REPORT
Brian Evans stated that overall the
year ended on a positive note. The cash
flow improved from November, up about
$15,000. He stated that we ended the
year on a $12,000 surplus due to moving
some of the reserve monies to pay some
liabilities. This reserve money will
be replaced with the line of credit
that we have received. Brian Evans remarked
that there were no significant issues
with the accounts receivable except
for a few members that are one month
behind. He also stated that in January
we received our first draw on the line
of credit, which was used to pay some
irrigation bills, as well as to satisfy
some outstanding legal bills and deposits.
PROPERTY REPORT
Richard Clem introduced Robert Alter
as a new member of Residential Management’s
property managers, explaining that Robert
will be predominately in the north area
of Boca Raton and will frequently visit
Bristol Lakes. Richard Clem stated that
he and Robert would be doing a night
drive through the community after the
meeting. Richard Clem stated that he
and Robert Alter spoke with Bugaway
Lawn and discussed with him the problems
with fungus on the lawns and that they
should keep us informed of any problems
that they find.
Richard Clem stated that some letters
would be going out in regards to the
Compliance rules. Robert Alter then
updated a few issues such as that the
final check from the insurance company
for the gate renovation has been received,
and that a deposit was made for the
new gate and the process for installation
has begun. Robert Alter also stated
that new speed limit signs would be
installed at the entrance, and that
all irrigations requests have been addressed
by the irrigation company.
Charles Koch explained that three homes
had their mailboxes vandalized and that
RMC has called the company to have them
repaired. Robert Alter also stated that
he and Richard Clem met with Mr. Doctor
in regard to the pump at Georgetown,
which was making a loud sound. It was
determined that the Aberdeen POA was
responsible for correcting this issue.
A brief discussion ensued in regards
to the preparation of the installation
of the new gates and the new entry system,
including cards and bar codes.
Another discussion in regards to lawn
fertilization and how often the areas
should be done ensued. It was suggested
that fertilization be done 3 times a
year, which was done in November and
should be done again in February.
COMMUNITY REPORTS
Lloyd Cardone stated that the Architectural
Review Committee had a few applications
to process. Lloyd Cardone suggested
a meeting be scheduled with some of
the Board Members to discuss the rules
so that whenever the committee has to
review issues they would have the Board’s
support. The recent mailing to the membership
included the Compliance list as well
as the ARC guidelines. Lloyd Cardone
stated that ARB forms were not included
in the mailing and if anyone needs one
they can call Residential Management
Concepts.

LANDSCAPE AND MAINTENANCE - Don Stramanek,
Dave Teller, and Ron Warfel
SOCIAL COMMITTEE – Pat Giombetti
– Luncheon only and Guylaine Richard
WELCOMING COMMITTEE - Julie Simmen
and Judie Stramanek
SECURITY – Matt Huggins, Fred
Werbel, and Ken Kuscher
GATEHOUSE COMMITTEE - No list available

Lew Doctor stated that the list of committees
is on the Website and the minutes from
the past few months of meetings have
also been posted. Charles Koch stated
that all of the updates to the documents
could be downloaded from the Website
as well.
POA UPDATE
Lew Doctor stated the highlights of
the last POA meeting and that Campbell
Management is the property manager of
the Aberdeen POA. Lew Doctor explained
that the POA had suspended the fertilization
of the common areas outside of each
community but they will begin again
this year. He also reviewed the Reclaimed
Water Project that has been in the works
for the past year. Lew Doctor stated
that the following issues were discussed
at the meeting: hurricane shutters,
lake erosion which will lead to the
POA discontinuing the weed control so
that the additional vegetation will
hold the soil and the lighting on Jog
Road.
LANDSCAPING
Lew Doctor stated that the new company
has been putting reflectors on the various
homes and that he will do a walkthrough
with the landscapers. He stated that
first on the list would be a cleanup
of the dead fronds, standing up trees
and discussing the cost to remove the
stumps. Lew Doctor remarked that tree
trimming would be done in the spring.
A discussion in regards to the lake
and the lake maintenance ensued.
OLD BUSINESS
Charles Koch stated that some of the
residents and the Board members have
received correspondence from the ‘CRAMM’
Group. He pointed out that this Group
does not represent Bristol Lakes in
any matter and that the residents can
respond on their own. Charles Koch also
stated that some people still have problems
with tiles and if anyone still had this
problem he had some business cards.
Another request was made for shutter
companies. Charles Koch stated that
he will post some information on the
website as soon as he gets some quotations
from a few companies. Another request
was for someone to clean the roofs again
Mr. Koch said that he would get some
information together. Charles Koch also
stated that he has received a letter
from the Attorney’s office stating
that the Aberdeen POA has set up a meeting
for February 14, 2005 to discuss the
MI Homes issues in regards to the Irrigation.
NEW BUSINESS
Lew Doctor explained what the motion
from the POA was in regards to shutters
and that the Board needed to vote on
it. He remarked that the guidelines
recommended by the POA are only a recommendation,
but the enforcement of these guidelines
is up to the individual community. The
guidelines were as follows: SET UP AND
TEAR DOWN – shutters shall not
be put into place unless there is a
HURRICANE WATCH from the National Hurricane
Center. The shutters can remain in place
until 5 days after, or through the following
weekend, whichever is longer after the
hurricane has passed. If there is word
of another imminent hurricane, the shutters
can be left in place. UNOCCUPIED RESIDENCES
– Owners of unoccupied residences
must make arrangements in accordance
with these rules.
Lew Doctor moved to approve the motion
from the POA in regards to the shutter
guidelines; seconded by Charles Koch.
Three (3) in favor, 1 opposed. Motion
Carried. Lew Doctor will report back
to the POA Committee.
Charles Koch stated that the Association
has received a letter from Attorneys
in regards to a home being vandalized
and at this point, there is no legal
action.
Charles Koch stated that there has
been an interest in a Front Gate Committee
in order to beautify the area. Charles
Koch suggested that the Board review
the financials and that some funds should
be put in place for the Gate Committee
for future beautification.
Charles Koch updated that we are still
awaiting word from the Attorneys in
regards to the Mandatory Membership
issues.
Charles Koch requested that everyone
should collect their plastic bags from
their newspapers and give them to neighbors
that have dogs, as the dog cleanup is
becoming a bigger problem. Charles Koch
also stated that we are getting quotes
from 3 companies for a fountain to be
installed in the East Lake.
A brief Good and Welfare session ensued
in regards to the neighborhood clean
up and garbage that is left around.
There being no further business before
the Board, Brian Evans moved to adjourn
the meeting; seconded by Lew Doctor.
All in favor. Motion carried.
The meeting was adjourned at 8:35 P.
