MINUTES OF THE
BOARD OF DIRECTORS MEETING
BRISTOL LAKES HOMEOWNERS ASSOCIATION, INC.
HELD ON TUESDAY, APRIL 22, 2003, 7:00 P.M.,
WEST BOYNTON PARK
A meeting of the Board of Directors
of the Bristol Lakes Homeowners Association,
Inc. was held on Tuesday, April 22 2003, 7:00
P.M., at West Boynton Park
Those members present were Tom
Houy, President, Joey Caballero, 1st
Vice President; Wayne August, Secretary and
Pat Giombetti, Treasurer. Also present from
Residential Management Concepts were Mike Reed
and Maxine Sawyer.
Tom Houy called the meeting to
order at 7:06 P.M.
MINUTES
Pat Giombetti moved to approve
the minutes of March 27 , 2003 as presented,
seconded by Wayne August. All in favor. Motion
carried.
FINANCIAL REPORT
As of April 22, 2003 the cash
operating accounts total $14,406.39, the cash
replacement account is $7,891.96 for a total
cash status of $23,800.53. The Association
is $5,300.00 over budget at this time.
The Executive Committee will
meet within the next few weeks to formulate
the budget for July through December. Approval
of the budget will take place at the May meeting.
PROPERTY REPORT
Tom Houy presented the Board
with POA information packet including the
financials.
Mike Reed reviewed a letter
the Association received complaining about
a neighbor?s loud pool equipment. He met with
the homeowner who then contacted Code Enforcement.
The problem has been resolved.
Executive Committee
The Executive Committee met
and interviewed three candidates for the Board
vacancy. The Board unanimously appointed Joe
Ernsteen to fill the vacant Board position.
Pat Giombetti resigned as Treasurer
of the Board of Directors. Tom Houy nominated
Pat Giombetti as Vice President of the Board,
seconded by Joey Caballero. All in favor.
Motion carried. Joey Caballero nominated Joe
Ernsteen to the position of Treasurer, seconded
by Pat Giombetti. All in favor. Motion carried.
A meeting was held with Mark
Welch of M/I Homes to go through the issues
Bristol Lakes has with the developer. Joey
Caballero will be meeting with M/I Homes every
Friday morning to insure that they are correcting
the issues. M/I has completed approximately
50% of the issues to date. M/I has not yet
paid the Association any of the money owed
to Bristol Lakes because of an issue involving
A Special Touch Landscape, which reduces the
money, owed by M/I.
It seems that M/I and Bristol
Lakes were both billed for mulch and landscaping
done to the community that was installed last
summer. Since M/I Homes ordered it and paid
approximately $15,938 for the mulch, the amount
M/I Homes owes to the Association has been
reduced to $24,023.22. The Association will
have to get the overpayment of the mulch back
from A Special Touch Landscape. The Association
issued a stop payment on an outstanding check
to A Special Touch Landscape for $8,900 and
the association still owes over $22K but there
is also the outstanding issue of dead plants
from back in July.
Joey Caballero reported that
M/I Homes has been very cooperative. Some
of the issues to be worked out are the paving/sealcoating
of the roads, the irrigation system and the
Gates. M/I/ Homes is also considering filling
in the landscape gaps in the perimeter wall.
Joey Caballero would also like M/I Homes to
pressure clean the sidewalks and curbs at
the entrance of the community.
David Teller is working with
Southeastern Irrigation to get estimates for
an electronic controller on the west side
and for long line distribution. These estimates
will be presented to M/I Homes.
Social Committee
Pat Giombetti reported that
about sixty people will be attending the picnic
on Saturday, April 26, 2003. The next community
dinner will be held on May 16, 2003 at Macaroni
Grill. The Easter egg hunt was a great success.
OLD BUSINESS
A discussion ensued about a
resident of Bristol Lakes who has a pit bull/pit
bull terrier mix.
The Association?s attorney has
written the resident a letter but it is not
known at this time if the resident has responded
to the attorney. The Board decided that the
attorney should proceed with removing the
dog from the property.
The Board reviewed the proposed
survey that will be sent to all residents
asking them to prioritize projects. Pat Giombetti
will revise and give it to the other Board
members this week for review.
It should be distributed to
all homeowners soon.
A discussion ensued as to who
is responsible for cleaning sidewalks. It
is not clear but the board believes that our
documents indicate the Association should
be responsible for the cleaning of the sidewalks.
After verifying responsibility and because
the cost of cleaning is about $6,000, the
board will organize a community cleaning event.

Joe Ernsteen moved to ratify
the purchase of security cameras for the entrance
gates at a cost of $5,758.98, seconded by
Joey Caballero. All in favor. Motion carried.
The purchase of the security cameras is to
protect the investment of the entrance gates.
NEW BUSINESS
At the last meeting, several
homeowners complained about bikes being chained
to our front gates. The Board discussed purchasing
a bike rack. Mike Reed, Joey Caballero and
Tom Houy are to look at the area on the east
side of the community where a rack may be
placed keeping bikes out of plain view. If
there is room for it one can be ordered.
Pat Giombetti commented that
there are a number of homes for sale throughout
the community. If residents decide to rent
their homes instead of selling, according
to HOA rules, the Board of Directors must
approve any potential renters. The homeowner
must submit a request to the Secretary of
the HOA.
A discussion ensued about pressure
cleaning of the sidewalks and gutters within
the community. Joey Caballero got a proposal
for $30.00 per home to clean the sidewalks
and would like to see this built into the
2004 budget. Joey Caballero would like homeowners
to voluntarily
clean their own sidewalks until
such time that the Association has the funds
to do it.
RMC will provide the Executive
Committee with the Association?s costs through
April and the projected expenses for the balance
of the year in order to facilitate forming
the budget for July through December.
There being no further business
before the Board, Pat Giombetti moved to adjourn
the meeting, seconded by Wayne August. All
in favor. Motion carried. Meeting adjourned
at 8:42 P.M.
